In Ukraine, since 2014 has been implemented the component of the Regional Partnership for Ecologization of the Economies of the EU Eastern Partnership States (EaP GREEN) in partnership with UNEP: "Encouraging the change in public consumption through the introduction of sustainable public procurement practices."

Full implementation of SPP is planned to be introduced in Ukraine before 2019. The Agreement on the Ukraine-EU Association requires full implementation of all provisions of Directive 2014/24/EU.

During the project implementation period, the following significant work was done:

  • Research was conducted: analysis of the awareness and readiness of buyers; defining SPP priority sectors and products, including market readiness analysis; analysis of the regulatory framework and monitoring system for the implementation of SPP;
  • Priority industries were identified: construction (including the production of building materials) and the chemical industry;
  • Were developed the criteria of sustainability, training materials, trainings, presentations at conferences and forums;
  • Amendments were made to the current legislation;
  • Tender documentation was developed for pilot competitive tendering;
  • Pilot competitive tendering was conducted (in 2017, procurement with ecolabelling criteria were made by the Kyiv Palace of Children and Youth (procurement of paints) and the State Environmental Academy for Postgraduate

Education and Management (procurement of detergents and cleaning agents);

  • Guidelines were developed for the implementation of SPP in Ukraine;
  • Was developed and implemented a communication strategy (site, publications, trainings and other activities aimed at strengthening the SPP potential);
  • The recommendations on new priority products and SPP monitoring system were prepared;
  • The final Conference was held (Kyiv, November 23).

Barriers that need to be overcome:

  • Limited evaluation criteria, (the evaluation of proposals is carried out by the criterion "price" without taking into account the cost of the life cycle of the subject of procurement);
  • Low level of awareness of buyers about the advantages, principles and SPP methods;
  • A small share of the market for goods and services, which confirmed their compliance with the criteria of sustainability.

What is to be worked on:

  • Amendments to the Law of Ukraine "On Public Procurement" and the creation of by-laws that allow the implementation of the provisions of the law;
  • Capacity building activities;
  • Approval of a list of criteria that can be applied by the buyer as sustainability criteria (referring to voluntary standards);
  • System training and information for buyers;
  • Development of an ecolabeling program type I in Ukraine (in accordance with ISO 14024);
  • Popularization of sustainable consumption principles.
