The E-Catalog of Recommended Products for Ukraine's Reconstruction Projects is a digital resource providing verified technical and environmental information on construction products for architects, designers, developers, procurers and other stakeholders involved in Ukraine's reconstruction.
The initiative supports the use of products with verified environmental performance in energy-efficient and green building projects.
Supporting green reconstruction
Environmental performance is becoming increasingly important for investment and reconstruction projects in Ukraine, particularly in the context of alignment with EU policies and requirements.
The EU Taxonomy provides a common classification framework for environmentally sustainable economic activities and establishes technical screening criteria relevant to investment and financing decisions.
For construction and reconstruction projects, this increases the importance of reliable information on the technical and environmental performance of construction materials, products and engineering equipment.
The E-Catalog brings this information together in a format that can be used when preparing project documentation and selecting products for green building and reconstruction projects.
Verified environmental information
Product entries may include verified environmental information and supporting documentation, such as:
- environmental claims in accordance with ISO 14021;
- Type I ecolabelling certification in accordance with ISO 14024;
- Environmental Product Declarations (EPDs) in accordance with ISO 14025 and EN 15804 / ISO 21930;
- other relevant technical and environmental documentation.
This allows users to distinguish between different forms of environmental information and gives greater visibility to products whose environmental characteristics or performance have been independently verified.
Promoting ecolabelled products
The E-Catalog is also a practical tool for promoting products certified under Type I ecolabelling programs.
By making verified environmental information accessible to architects, designers, developers and procurers, the initiative supports the use of credible ecolabelling in product selection and helps increase demand for products with demonstrated environmental performance.
Participation
The E-Catalog includes construction products submitted by manufacturers and importers.
Participation is voluntary and free of charge. Living Planet verifies the information and supporting documentation before product information is included in the E-Catalog.

Project implementation
The E-Catalog was developed and supported during 2023-2025 within the project "Promoting Energy Efficiency and Implementation of the EU Energy Efficiency Directive in Ukraine", implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ), with co-financing from the Swiss State Secretariat for Economic Affairs (SECO), on behalf of the Ministry for Development of Communities and Territories of Ukraine.
The All-Ukrainian NGO "Living Planet" continues to administer the E-Catalog and is responsible for verifying the information provided in it.
